Camping in the passing lane on highway 2 south from edmonton deep into the country. Wouldn't let anyone pass them, then they suddenly slow way down and swerve in to the slow lane with no signals.

Forgot to mention, they also had their plate covered with a bike rack with some extra steel on it to obscure the plate.
