This driver is at it again he keeps cutting lames and being very careless of other drivers and he is doing 80km/hr to pass me doing 55kmh

This is in Ottawa on Lyon St. North. This fancy Tesla is stopped on a bike lane.
The driver is still in the car obviously, so perhaps they are going to pick someone up? Or maybe they safely pulled over to text (Far better than driving and texting). Maybe they are checking their GPS? Anyway, since the driver is still in the car, this manouver is OK to me.
